Plapy.Store Public Offer Agreement
Digital Goods and Services Sales Agreement
1. General Provisions
This document constitutes a public offer from the Plapy online service for the sale of digital goods and services on the website plapy.store.
Placing an order, paying for goods, topping up a balance, or any other confirming action by the Buyer constitutes full acceptance of this Offer.
The Seller reserves the right to amend this Offer. A new edition takes effect upon publication on the Website.
2. Definitions
Buyer — a legally capable person placing an order on the Website.
Goods — Steam digital goods: games, DLC, software, Steam keys, Steam Gifts, random Steam keys, as well as Steam balance top-up services.
Steam Key — a digital code used to activate goods in Steam.
Steam Gift — a digital gift sent to the Buyer's Steam account.
Random Steam Key — a Steam key from a pre-published list of possible games shown on the product page.
Internal Balance — prepaid funds of the Buyer on the Website, used exclusively for payment of Plapy goods and services.
3. Subject of the Agreement
The Seller undertakes to deliver the selected digital goods or provide the selected service to the Buyer, and the Buyer undertakes to pay for and accept the goods or service.
Assortment, price, description, activation region, delivery method, and other terms are specified on the product page.
4. Standard Goods
When purchasing a standard game, DLC, Steam key, or Steam Gift, the Buyer receives the specific item indicated in the order.
Before payment, the Buyer is required to verify the product name, activation region, system requirements, availability of the base game for DLC, and compatibility with their Steam account.
The Seller bears no responsibility for inability to activate if the Buyer provided incorrect account details, region, violated Steam rules, or has account restrictions.
5. Random Steam Keys
When purchasing a random Steam key, the Buyer receives one Steam key from the complete list of games pre-published on the product page.
The specific game is determined automatically. The Buyer understands that they do not choose the game themselves, unless explicitly stated on the product page.
The Seller does not guarantee receipt of a specific game, a game of a certain value, genre, rating, or popularity.
6. This Is Not Gambling
Plapy is not a casino, bookmaker, totalizator, lottery, gambling service, or betting service.
Purchasing a random Steam key does not constitute a bet, wager, gambling activity, lottery, or prize draw.
The Buyer always purchases a digital product — a Steam key from a pre-published list of games.
The Website does not feature: bets; prize pools; cash prizes; fund withdrawals; key-to-money exchange; balance increase based on random outcomes; roulette, slots, or casino mechanics.
The random key selection is used solely as a technical method of distributing digital goods from a pre-disclosed assortment.
7. Placing an Order
The Buyer places an order on the Website and provides the required details: email, Steam profile link, Steam account region, and any other information requested by the order form.
The Buyer is responsible for the accuracy of the provided information.
The Agreement is deemed concluded from the moment of payment.
The Seller reserves the right to cancel an order and refund the payment if the product is unavailable, the data is incorrect, there are signs of fraud, or the order cannot be fulfilled for reasons beyond the Seller's control.
8. Payment and Balance
Prices on the Website are listed in Russian Rubles unless otherwise specified.
Payment is made using the methods available on the Website.
The Internal Balance is a prepayment and may only be used to pay for Plapy goods and services.
Withdrawal of funds from the Internal Balance is not permitted, except for the return of an unused balance upon the Buyer's request and in accordance with the laws of the Russian Federation.
9. Delivery
Digital goods are delivered by one of the following methods: key displayed on the Website; key sent to email; Steam Gift sent to Steam account; Steam balance top-up; or another method specified on the product page.
Delivery typically takes from a few minutes to 72 hours, unless another time is specified on the product page.
The Seller's obligations are deemed fulfilled from the moment the key is delivered, the Steam Gift is sent, or the Steam balance is successfully topped up.
10. Returns and Replacement
The Buyer may cancel an order prior to delivery of the digital goods or commencement of the service.
After a Steam key has been delivered, a Steam Gift accepted, or a Steam balance successfully topped up, returns of goods of satisfactory quality are not accepted, except as required by law.
If the Buyer receives an invalid key, the Seller, upon review of the claim, will provide a replacement, issue a refund, or offer another resolution.
The Seller may decline a return or replacement if the key has been activated, the Steam Gift has been accepted, the Steam balance has been topped up, the information provided was incorrect, Steam rules were violated, or the Buyer failed to provide information for verification.
11. Liability
The Seller is not responsible for the actions of Steam, Valve, publishers, or developers, including changes to regions, activation rules, product withdrawal, account blocking, or removal of a game from the store.
The Seller's liability for an order is limited to the amount paid by the Buyer for that order, unless otherwise provided by law.
12. Personal Data
By placing an order, the Buyer consents to the processing of personal data for the purposes of order fulfillment, payment, delivery, support, receipt issuance, and fraud prevention.
Data processing is carried out in accordance with the Playpy Privacy Policy and the laws of the Russian Federation.
13. Age Restrictions
The Website is intended for persons over the age of 18. Minors may use the Website only with the consent of a legal guardian.
The Buyer is independently responsible for complying with age restrictions for games and Steam rules.
14. Disputes
All disputes shall be resolved through negotiation via support: support@plapy.store.
The claim review period is up to 10 business days.
If the dispute is not resolved, it shall be handled in accordance with the laws of the Russian Federation.
